Ottawa to Designate Crude Oil as Highly Dangerous

The federal government will, for the first time, designate crude oil a highly dangerous substance and introduce tougher safety and testing measures for shipping oil by rail. Details here.

How will this be accomplished one has to ask, particularly in light that Omnitrax is planning to ship oil via rail to the port of Churchill, Man.
Theres not much along that isolated route for accommodation, so where would the "specialized response teams" be located.?
I wonder if the president, former MP M..Tweed, would
care to respond and enlighten the public.
